Pursuant to HRS section 463-10.5, all guards, and all agents, operatives, and assistants employed by a guard agency, private business entity, or government agency who act in a guard capacity shall apply to register with the Board, and meet the following registration, instruction, and training requirements prior to acting as a guard:
1. Be not less than eighteen (18) years of age;
2. Possess a high school education or its equivalent; provided that effective 07/01/17, the applicant may satisfy this requirement by attesting that the applicant possesses a high school education or its equivalent;
3. Not be presently suffering from any psychiatric or psychological disorder which is directly related and detrimental to a person’s performance in the profession;
4. Not have been convicted in any jurisdiction of a crime which reflects unfavorably on the fitness of the individual to act as a guard, unless the conviction has been annulled or expunged by court order; provided that the individual shall submit to a national criminal history record check as authorized by federal law, including, but not limited to the Private Security Officer Employment Authorization Act of 2004, and specified in the rules of the Board;
5. Successfully complete eight (8) hours of classroom instruction given by a Board approved instructor on a Board approved curricula before the first day of service; and
6. Prior to 06/30/2021, four (4) hours of classroom instruction triennially thereafter.
This is a three step process with three different fees to three different parties.
All Hawaii security guards, and those acting in a guard capacity, must obtain and register their guard employee status.
Step 1 – We teach the 8 hour initial class for $150. We teach classes on Sundays at 1000 – 1800 hours when we have 2 or more students.
Step 2 – The State’s background check fee is $52.10. Before turning in your application, you must get your finger printing background check completed through FieldprintHawaii.com. We are a Fieldprint partner and can do the fingerprinting at our office; however, the appointment and payment must be made online through Fieldprint. If you have an appointment for a future date, we can print you after the class on Sunday. You will not be able to schedule printing on weekends and holidays, so schedule for the following open day after the class.
Step 3 – The State of Hawaii Guard Card application fee is $116. This fee is turned in with your application to the State of Hawaii DCCA. The application may be submitted and paid for online, or via mail or in person to 335 Merchant Street on the 3rd floor. A copy of your guard card class certificate must be turned in with your application, which will also require the date you were fingerprinted.
If you check yes to questions regarding mental health issues or criminal history, you will need to write a letter explaining the incident and results, along with what you have done since then and any relevant court documents.
The card will expire on June 30, 2024, at which point you will need to renew and take a 4 hour class continued education for recertification. We will be teaching that class also.
If onboarding with HD&G, we conduct interviews Mon – Fri 1000 – 1500 hours. Please send us your resume with references if you have one. We would also need to fill out an application, interview you, and conduct a background check, above and beyond the check done by the State.
